Drag-and-drop is the obvious way to reorder pages and the worst way to be the only option. It is unusable with a keyboard, awkward with a switch device and fiddly on a touchscreen with fifty thumbnails. Every page here can therefore be moved three ways: dragged, moved with visible earlier and later buttons, or moved with Alt and the arrow keys while the thumbnail has focus. Each move is announced in a live region, and the rail is a labelled list whose entries state their position.
Selections work the way they do elsewhere: click a thumbnail, shift-click to extend to a contiguous range, or type a range such as 1-3, 5 to pick pages without hunting for them. Rotations, moves, duplications and deletions applied to a multi-page selection are grouped into a single undoable action, so one undo puts the document back rather than fifteen.
Nothing is committed until you export. Duplicated, blank, deleted, moved and rotated pages are all previewed in the workspace first, and page-specific edits stay attached to their page content when pages move, so an annotation does not slide onto a neighbour when you reorder the document around it.

Can I reorder pages without dragging?
Yes. Every thumbnail has visible earlier and later buttons, and Alt with the left or right arrow keys moves the focused page. Each move is announced for screen readers, so the rail is usable without a mouse.
Can I work on several pages at once?
Yes. Shift-click for a contiguous range, or type a range such as 1-3, 5. Rotations, moves, duplications and deletions then apply to the whole selection and count as one undo step.
Does reorganizing pages change the page content?
No. Pages are moved, copied or removed as whole objects, so the text, images and annotations on each page are untouched. Only the sequence and orientation change.
Can I set page numbering that differs from page position?
Yes. PDFs record page labels independently of position, so you can number front matter i, ii, iii and restart the body at 1, or give an appendix an A- prefix. The thumbnail rail previews the resulting labels with each page’s position shown beneath, so the two are never confused.
